Day 30 Why do UMF’s microloans make sense in La Unión?

ラウニオンでの生活も御蔭様で5週目を迎えました。
今日はインターン先UMFの主業務であるコーヒー農家に対する融資がなぜ論理的なのかについて話したいと思います。

従来、ラウニオンのコーヒー農家は5月から6月にかけて次の収穫へ向けて各自の農地への投資を行います。投資の主な内容は新しい肥料、苗木、防虫剤等の農業用品です。この様な農業用品への投資をすることで約10ヶ月後に来る収穫の際、生産高が増えるように準備するのです。

この行為は先行投資となるので、言うまでもなく各農家は①貯金から投資資金をだす②誰かから融資を受ける、という二つの選択肢のなかから投資資金調達方法を選びます。

ラウニオンでは農家が選択肢①を選ぶ事は一般的にはありません。なぜなら、単純に貯金するほどの収入がないという理由の他に、銀行支店がないという理由が挙げられます。収入があっても銀行支店がないと貯金という行為はリスクの高い行為でしかないのです。一般的なラウニオン及び周辺農村の家でちゃんとした鍵が着いているドアと窓ことはあまりないからです。一般家庭でタイルの床がある家は‘ステータスの高い家’と見なされます。プライバシー上、このブログで家の写真を公開するのは避けたいと思いますが、上述の内容からラウニオンでは一般的な家庭において箪笥貯金をする事が保障上危険である事が分かるかと思います。

よって、一般的に農家は次期収穫へ向けての投資を行う際融資を受ける訳です。銀行のないラウニオンでは借り入れは金融機関ではなく、大規模農家からの融資がコーヒー農家の間で慣習となっています。

大規模コーヒー農家と小規模コーヒー農家の間で交わされる融資契約には私たちに馴染みのある元本と利子の支払を含む契約形体と大きく異なる点が一つあります。それは収穫産物の売買です。収穫完了後、債務者である小規模農家は収穫されたコーヒー豆を債権者である大規模農家の言値で売らなくてはいけません。

この契約慣習はこの地域において小規模農家の所得向上を妨げる大きな要因となっています。

よってUMFでは債権者—債務者間のコーヒー豆の売買契約を含まない融資を提供することで、小規模農家への融資負担を軽減しているのです。

勿論、上述の融資契約慣習だけがこの地域の貧困の原因という訳ではありません。そもそも、なぜ彼らが2エーカーにも満たない小規模農家で、ある一部の農家が20エーカー近く保有する大規模農家なのかという質問の裏には植民地時代から続く深い歴史的差別背景があるわけです。近代においては、特にホンジュラスを含む中米地域では、バナナで有名なUnited Fruit Company(現在名はChiquita Brand International)等の主にアメリカ企業による大規模な土地占拠によって現地の一般農家が土地を保有することが出来なかったのです。

格差社会が歴史的に根強いこの国において全てを一度に変えることは到底不可能です。また、そういった劇的な変化は必ずしも現地の人が望む結果と結末をもたらすとは限らないのです。

だからこそマイクロファイナンスを通して少しづつ変化をもたらすという方法はラウニオンにおいて論理的な貧困対策だと思うのです。

This is my fifth week in La Unión.
In this post, I would like to talk about why Unión MicroFinanza’s provision of microloan to coffee producers makes sense in La Unión.
(Unión MicroFinanza (UMF) is a non-profit organization with which I work as an intern.)

Generally, coffee producers in La Unión make investment to their farms, or fincas in Spanish, toward the next harvest from May to June every year. The types of investment include buying fertilizers, new plants, herbicides and other agricultural materials. By investing in such materials, coffee producers prepare for the next harvest in about 10 months, to increase productivity.

This investment obviously happens before they make any profit. Hence, they have two choices in financing their investment. 1) They can finance it through their savings. 2) They can borrow money from someone.

In La Unión, the first choice is very uncommon. It is simply because farmers usually can’t generate enough income to save. Additionally, it is also due to the fact that there is no bank branch nearby, hence making savings a risky action. A typical house in La Unión does not have secure doors and windows with reliable locks. Furthermore, having a tiled floor in one’s house is a symbol of high status in this region. Due to the privacy reason, I won’t be posting pictures on individual houses. However, you can probably get a good idea of what a normal house is like here, and how the type of security that we expect from housing in the first world is not provided in this region. Thus, savings possesses high risk.

This makes the second choice much more common. Because of the lack of bank branches in town, it is customary that producers normally borrow money from larger-scale producers.

Loan contracts between small- and large-scale producers differ from the types of loans with which we are familiar, in that they involve sales of coffee beans. After the completion of harvest, borrowers (small producers) are obliged to sell their coffee beans at the price which their lenders call.

This customary contract in this region is one of the major factors that prevents small-scale farmers from increasing their revenue.

Therefore, UMF provides loan contracts that don't involve this sales contact which disadvantages small-scale farmers. In other words, UMF reduces financial burdens placed on small-scale producers by providing the fairer financial service.

Of course, this contractual tradition is not the sole reason why poverty exists among small-scale farmers in this region. There is a lingering colonial legacy of unequal land distribution which is the very reason why many are landless or small-scale farmers, to begin with. To talk about more recent decades, Central America including Honduras, have been severely exploited by, primarily American, multinational corporations such as United Fruit Company, known today as Chiquita Brand International. The Fruit Company, famous for its banana trading, is infamous for its land holding, exploitation, and political manipulation in Central America.

In a country where social and economic gap is so prevalent throughout its history, bringing a drastic change is simply impossible. It also doesn't necessarily guarantee results and consequences that local people desire.

That’s why, in my opinion, incremental change through microfinance is a logical solution to poverty in La Unión.

19日目 マイクロローン Day 19 Microloan


今日でラニオンに来て早くも19日目になりました。
職場では先週からマイクロローン(超小口貸付)週間が始まります。それにちなみ私のインターンシップについて話したいと思います。

現在私はニオンミクロフィナンザ(Unión MicroFinanza/UMF)といマイクロファイナンス機関(MFI)でインターンとして働いています。

当機関はラニオンと周辺地域に住む主にコーヒー農家への季節資金貸出しと、彼らが市場へのより直接的なアクセス得られるよ手伝サービスを提供している非利益法人です。

道も舗装されていない、お水も電気もよく止まってしまい、銀行もない田舎で一体どやって現金をコーヒー農家に届けるのかとい質問が第一に思い浮かぶのではないでしょか。(私立のクリニックにATMらしき機械はありますが、ラニオンには銀行支店はありません。一番近い支店は車で約1時間半ほどの町にあります)

貸出し資金を事務所に保管するのは保障上問題あり、且つ農家個人も銀行支店のアクセスがない為、一般的な資金移動はこの地域では意味をなさないのです。

そこで当機関では貸出し実行は資金移動でなく、農業用肥料の受け渡しをもって
貸出を実行します。肥料の受け渡しにはいくつか意味合いがあります。第一に、肥料の保管は現金の保管よりも低リスクであること。第二に、特定商品(肥料)を直接渡す事で、資金使途を確実に特定出来ることです。当機関ではとっても優秀なラウニオン出身のスタッフのお陰で、一人一人の農家と良い関係を気づく事が出来ています。とはいっても、ラウニオン周辺の20もの違う村に住む農家個人の資金使途を確認するのには、かなりのお金と時間がかかります。よって肥料の受け渡しはラウニオンというシチュエーションに確り当てはまるのです。

当機関と私のインターンシップ業務に関してはまたポストしたいと思います。

It has been already 19 days since I’ve arrive at La Unión.
Starting last week, we are having the MicroLoan weeks for the next two weeks here at my work. I feel that this is an appropriate time for me to talk about my internship a little bit.

I’m currently working as an intern with a microfinance institution (MFI) called Unión MicroFinanza (UMF).

UMF provides seasonal loans to mainly coffee farmers in the region of La Unión, and also help them achieve direct access to market.

One may wonder how the UFM implements loans and delivers cash to each farmer in a town where roads are unpaved, and water and electricity stop frequently. (La Unión doesn't have a bank branch. The closest branch is about an hour and half away by car.)

It is quite risky to store loan funds in cash at its office. Additionally, no bank in town indicates that farmers themselves are not going to be able to withdraw cash easily from their accounts (if they have any). Hence, conventional loan implementation through fund transfer between bank accounts doesn't make sense in the context of La Unión.

Given these obstacles, the UMF implements loans by distributing fertilizers, rather than by allocating cash to farmers. Lending through the distribution of fertilizer has several implications. Firstly, it means that the UMF can replace risk of storing cash in its office with one of storing fertilizer in a storage. Obviously, the latter has much lower risk. Secondly, by distributing a specific commodity (fertilizer), the UMF can restrict the use of loans. While cash can be used for purposed other than agricultural, fertilizer can only be applied to soil. Though it may be sold to attain cash, fertilizer is far less flexible than cash. Using fertilizer help the UMF reduce the necessity of fund tracing after loan implementation.

7日目 Day 7

今日で既にホンジュラスに来てもう7日目になりました。
私が居る町はラウニオンというグアテマラとの国境よりにある町です。
人口は約5千人ほどの小さい町です。

現在はホストファミリーと一緒に暮らしています。

東京ともDCとも全く違う生活リズムを楽しんでいます。

町の人たちは都会の人と違い他人にも笑顔で挨拶してくれます。

スペイン語はなんとなく進展してるような気がします。。。


It's been 7 days since I've arrived at Honduras. 
I've been living in La Unión, which is closer to the Guatelaman border. 
The total population is only about 5,000 people. It's a small town.

I'm currently living with a honduran host family. 

I really enjoy the rhythm of life that is completely different from those of Tokyo or DC. 

Towners greet with smile to strangers.

My spanish is slowly progressing.......

出発前日! The day before my departure!


当ブログはホンジュラスにおける私の10週間にわたる経験を家族、友達及びその他の方々に伝える為に作成しました。

現地でのインターネット接続状況もあり、どのくらい頻繁に投稿出来るか分かりませんが、まあ試してみたいと思います。


This blog is to communicate my 10-week experience as an intern at a microfinance institution in Honduras, to my family, friends, as well as a larger audience.

Given the instability of the internet connection, I'm not sure how patient I can be to actually post something too frequently, but we shall see....
